PPWR Packaging Compliance for Flooring & Wall Panel

Sep. 07, 2026

PPWR Packaging Compliance for SPC Flooring, Laminate Flooring and Wall Panels. The EU Packaging and Packaging Waste Regulation — PPWR, Regulation (EU) 2025/40 — is changing the way packaging is managed across European supply chains.

The Regulation entered into force on 11 February 2025 and generally applies from 12 August 2026. For manufacturers, importers and private-label flooring brands supplying the EU market, packaging is no longer simply a logistics material. It is increasingly part of the product compliance and documentation system.

What does PPWR mean for flooring packaging?

PPWR requires flooring manufacturers and importers to manage packaging as part of the product compliance system. For SPC flooring, laminate flooring and wall panels, this can include cartons, labels, plastic films, pallets, protective materials and other packaging components. Compliance therefore requires material identification, testing, traceability and technical documentation.

What Is the PPWR Heavy Metal Limit?

Under Article 5(4) of Regulation (EU) 2025/40, the combined concentration of:

Lead (Pb) + Cadmium (Cd) + Mercury (Hg) + Hexavalent Chromium (Cr VI) must not exceed:100 mg/kg in packaging or packaging components.

For flooring products, this requirement may be relevant to cartons, labels, films, protective materials, pallets and other packaging components.

PPWR also introduces broader requirements covering areas such as packaging minimisation, recyclability, labelling and recycled content, with different obligations applying according to the timelines established by the Regulation.

PPWR Packaging Compliance for Flooring

DECNO's PPWR Packaging Compliance Solution.

As an OEM and ODM manufacturer of SPC Flooring, Laminate Flooring and Wall Panels, DECNO is integrating packaging compliance into its export supply chain.

Our approach can be summarised as: Identify → Verify → Control → Document → Improve.

1. Packaging BOM and Component Identification

Instead of treating flooring packaging as one single item, DECNO identifies the major components used in each controlled packaging configuration.

A Packaging Bill of Materials can connect: Product SKU → Packaging Component → Material → Specification → Supplier → Compliance Evidence.

This structure improves traceability and makes it easier to manage multiple flooring SKUs, OEM projects and private-label packaging versions.

2. SGS Testing of Actual Packaging Materials

DECNO has conducted SGS testing on a broad range of packaging materials used for flooring and wall panel products.

These include cartons and paper materials, pallets, plastic and wrapping films, protective materials, labels, load-securing materials and other transport-packaging components.

3. Packaging Material and Supplier Control

Testing only remains meaningful when production packaging remains consistent with the approved material specifications.

Changes involving carton substrates, printing systems, labels, adhesives, plastic films, protective materials, packaging suppliers or packaging structures may affect the original compliance assessment.

DECNO therefore connects testing with supplier approval, material specifications and packaging change control.

4. PPWR Technical Documentation

Laboratory testing is only one part of the compliance evidence chain.

For controlled packaging configurations, DECNO is developing structured PPWR technical documentation connecting packaging specifications, Packaging BOM data, supplier information, laboratory reports and other relevant assessment evidence.

The objective is to make each packaging configuration identifiable and traceable.

5. EU Declaration of Conformity

Under PPWR, manufacturers must carry out the applicable conformity assessment and prepare the technical documentation. Where compliance with the applicable requirements has been demonstrated, an EU Declaration of Conformity is drawn up in accordance with the Regulation.

DECNO therefore focuses on supporting compliance for an identified and controlled packaging configuration, rather than offering a generic PPWR certificate for undefined packaging materials.

PPWR Compliance for Private-Label Flooring

Private-label flooring packaging often includes customer-specific:

carton artwork, brand colours, labels, barcodes, installation instructions, pallet markings, packaging dimensions and protective materials.

These changes may affect the materials, printing system, adhesives, packaging weight or recyclability characteristics.

For OEM and private-label projects, DECNO can therefore manage packaging at the actual configuration level by establishing or updating the Packaging BOM and connecting the final packaging version with material records, relevant SGS evidence and technical documentation.

This provides a more reliable compliance framework than using one generic test report for every customer and every packaging design.

From Flooring Manufacturer to Compliance-Ready Supplier PPWR is changing what European flooring buyers may expect from their manufacturing partners.

DECNO supports European flooring customers with a controlled packaging compliance framework covering packaging identification, SGS testing, supplier control, material traceability and technical documentation.

For European flooring distributors, retailers and private-label brands, this means working with a manufacturer that considers not only the SPC flooring, laminate flooring or wall panels inside the carton, but also how the complete packaging system is identified, verified, controlled and documented.
